For my California colleagues, I’d also like to include an update on AB 306. Yesterday, AB 130 was signed into law after being approved earlier in the day by the California Senate (on a vote of 28-5) and Assembly (on a vote of 62-3). You may remember last week, what was AB 306 was amended into AB 130, specifically sections 29, 30, and 31. AB 130, which also included a number of legislative housing priorities and California Environmental Quality Act reforms, was then tied to SB 131 and the state budget.
The original language of AB 306 was amended to protect the triennial process but despite multiple rounds of amendments still includes restrictions on local amendments beginning October 1, 2025, through June 1, 2031. Amendments in effect as of September 30, 2025, can be carried forward. We anticipate the California Building Standards Commission will provide additional guidance in the near future.
