Guillermo Hobelman is currently fulfilling the role of Building and Code Enforcement Official within the City of Hermosa Beach Community Development Department.
Most recently he fulfilled the role of Building Inspector Supervisor within the City of Inglewood Building Safety Division. Guillermo has over 15 years of construction industry experience and a diverse skill set from working in project management within the theme park entertainment industry, operating his own General Contracting firm, and serving in the military.
Previously, he worked as a Senior Building Inspector within the City of Long Beach.
Guillermo currently oversees and performs inspections on noteworthy projects like the SOFI Stadium, the Inglewood Basketball and Entertainment Center (IBEC, Intuit Dome), and Hollywood Park.
Guillermo is currently pursuing his Certified Building Official Certification and is close to obtaining his bachelor’s degree. He enjoys travelling with his Spouse and enjoys time with his dog.

Michael Perez is a licensed civil engineer and certified ICC plans examiner working for the City of Los Angeles, Department of Building and Safety.
Michael obtained his Bachelor’s degree in civil engineering from California State University, Northridge.
He has been working at the City of Los Angeles for the past 11 years as an engineering associate and building civil engineer.
While at the City, Michael has performed multiple functions including training, electronic plan review development, plan check amongst other functions.

Jovy Estremos is a licensed civil engineer in the County of Los Angeles, Department of Public Works, Building and Safety Division. She has been working for County Public Works for over 16 years.
Starting as a dam safety engineer at Stormwater Engineering Division, she has worked on various dam maintenance projects for 10 years. She has also worked as a residential and commercial plan reviewer at East Los Angeles District Office and Capital Projects, and currently at both Affordable Housing and Building Plancheck Section at Alhambra Headquarters.
Jovy obtained her bachelor’s degree in civil engineering with a minor in city and regional planning from University of California, Berkeley and her project management certificate from Caltech Center for Technology and Management Education. She is currently pursuing her master’s degree in civil engineering from California State University, Fullerton.

Perla Herrera currently serves as a Plan Check Engineer for the City of Glendale, where she reviews residential and commercial projects for code compliance, constructability, and structural integrity. She works closely with design professionals and internal teams to help ensure that projects meet safety standards, bringing clarity and consistency to the permitting process.
Previously, Perla spent five years in private practice as a structural design engineer, where she played a key role in the design of a wide range of projects, including mixed-use developments, as well as complex custom residential and commercial structures. Her work involved detailed structural analysis, coordination with multidisciplinary teams, and contributing to projects from early design through construction, giving her a comprehensive understanding of the full project lifecycle.
Perla earned her Bachelor of Science in Civil Engineering from the UC Irvine, with a specialization in structural analysis. Outside of her professional work, she enjoys traveling internationally, exploring nature parks, and is a self-declared foodie always eager to discover new cuisines.

Louie brings over 25 years of professional experience in both the private and public sectors. He currently serves as a Building Official at City of Montclair and previously as Building Inspector III for the City of Santa Monica, where he inspected a wide range of projects including high-rise mixed-use developments, commercial buildings, medical facilities, laboratories, and residential structures. Louie was instrumental in developing and implementing the City’s virtual inspection and paperless processes during the pandemic.
Previously, Louie served as a Building Inspector II for the County of Ventura, where he was a member of the Rapid Assessment Team during the Thomas Fires. His earlier career includes over 14 years as a Journeyman Carpenter and Foreman with the United Brotherhood of Carpenters Local #150, working on large-scale commercial, public works, and DSA infrastructure projects. He also spent six years as Owner/Operator of Vasquez Construction Inc., managing remodels, additions, and field operations.
Louie holds an Associate of Science degree in Construction Technology / Business Management and an Associate of Arts degree in General Studies from Ventura College. He is an ICC Master Code Professional, Certified Building Official, Certified Fire Marshal, and holds 32 ICC certifications, including multiple Plans Examiner credentials. He has also recently completed both the ICC Chapter Leadership Academy and the California Building Officials Leadership Academy, where he furthered his executive-level leadership skills and commitment to advancing building safety.
Outside of work, Louie enjoys golfing and camping with his family.
