Fouad holds a Bachelor & Master Degrees in Civil Engineering and is a Licensed Professional Engineer. Fouad is registered with State of California- Safety Assessment Program (SAP) and has more than 31 years with the County Of Los Angeles Public Works, over 22 years with Building & Safety Division.
Fouad has previously served on the ICC LABC Board of Directors from January 2013 until December 2018; serving as our Chapter President in 2018 and Past President of the ICC LABC Since 2019.
Fouad has also served on multiple LABC Committees such as the Green Building Committee (now known as the Sustainability Committee), the Structural Committee, the Fire Life & Safety Committee and the Disabled Access Committee.
Fouad has also served on CALBO Outreach & Communications and Structural Committees.
The Disabled Access Committee is to promote consistent application of Accessibility requirements by updating the Disabled Access Review/Correction Lists, CASp Training, reviewing and responding to proposed changes to state disabled access regulations and on some occasions, DAS will be the sponsor of proposed changes to the regulations.
Committee members have also kept up to date on all the Code Changes or Amendments. The Committee has become a forum to discuss with other Jurisdictions and CASp members to reach a consensus on Disabled Access issues of concern that come up during plan review or inspection of construction projects and other tasks that are deemed necessary by the Committee. Committee business is conducted through teleconferences and in person.

Under the Assembly Bill No. 3002 effective January 1st, 2019,applicants applying for commercial building permits shall be notified in California access specialists(CASp) inspection services, state and federal programs to assist businesses with access compliance and access expenditures, federal and state legal requirements on accessibility for individuals with disabilities.
