From The Desk of The President....

July 17, 2017

From The Desk of 2017 President Fouad Barakat

Dear Members of the L.A. Basin Chapter of ICC, Colleagues, Friends, and Fellow Stakeholders

2017 Board will follow in the tradition of continuing and building on the achievements of the previous years. Without a doubt, we will have another active and exciting year. We are looking forward to working and engaging our members to further our common interests, goals and mission.

This year our goals are to train and educate our members on the changes due to the adaption of the 2016 California Building Codes. Provide our members with up to date informative monthly meetings, quality educational seminars, task our chapter committees to provide useful tools to our members, inform our members of all the latest in technology, and create new Committees to meet the Challenges and demands on improving service to our customers the public.

Continue our collaboration and coordination with our sister ICC Chapters such as the Orange Empire Chapter, the Regional ICC Chapters, the California Building officials (CALBO), and fire Officials (FPO), Structural Engineers Association (SEASC) to further unify our efforts during the Code adaption Process and promote the message of the Building and Fire Officials in the Public domain.

Your support and participation is the key to our success and advancement. Please stay engaged and let us know what you think. Your input is valuable to us and we do appreciate it. Thank you.

Fouad C. Barakat; P.E., MSCE

Past President's Message

January 30, 2016

From The Desk of 2016 President Addison Smith
Dear Members of the Los Angeles Basin Chapter of ICC and Fellow Stakeholders,

2016 will indeed be an eventful and exciting year!  We look forward to working with our membership, stakeholders, consultants, and regional organizations to have a smooth transition in adopting the new 2016 California Building Standards Code. The LA Basin Chapter, through the great work that our Chapter Committees provide will provide interpretations and applications of code items which will be available to Chapter members.

Looking forward to the collaboration for 2016.

Addison Smith
Los Angeles Basin Chapter of ICC

January 26, 2015

From The Desk of 2015 President Ron Takiguchi

Dear Members of the Los Angeles Basin Chapter of ICC and Fellow Stakeholders,

2015 will indeed be an eventful and exciting year!
Despite this being a year where we are in mid-code cycle, a mid-cycle year will allow us to further study code interpretations and requirements of the 2013 California Building Standards Code. The LA Basin Chapter, through the great work that our Chapter Committees provide will do exactly what this mid-code cycle alows - more interpretations and application of code items which will be available to Chapter members.

Reflecting a bit on the beginning of this year and our Annual Business Meeting and Banquet that was held at the Museum of Flying in Santa Monica, CA on January 17, 2015.  If you were present at this gala event, I sincerely hope you enjoyed the evening.  If you were not able to attend, I would like to share highlights my Presidential address and my administrative goals for 2015:

Goal #1:  Provide the membership with informative and applicable monthly meeting information, quality educational seminars, and tasking the Chapter Committees in providing useful tools for the membership.

Goal #2:  Continue the collaboration between the LA Basin Chapter and the California Building Officials (CALBO), the regional ICC Chapters, and fire officials in order to strengthen the message of building and fire officials, and to create a unified approach to the code proposals for the Group A Technical Code Hearings at the 2015 ICC ABM.

Goal #3:  Ensure that the LA Basin Chapter, together with CALBO, the Southern and Northern Chapters of FPO's and the Orange-Empire Chapter, as co-hosts to the
2015 ICC ABM Host Committee fulfills its commitment to the success of the ABM as California will literally be on the world's stage amongst building, code and fire officials.

Three Simple Goals - Much To Achieve . . .

And speaking of the 2015 ICC Annual Business Meeting in Long Beach, CA.  Mark The Date!  The ABM is scheduled fromSeptember 27 to 29, 2015.  However!  Now is the time to make doubly-sure that your building and fire departments registers staff as Governmental Member Voting Representativeswho will be attending the ABM for the candidate voting!  The deadline to register staff is March 20, 2015 and can be completed on the ICC Voter Validation webpage

Indeed!  An exciting year and a very eventful 2015 to come! I hope to see many of you at our meetings and events this year!

Ron Takiguchi
Los Angeles Basin Chapter of ICC

Dear ICC Los Angeles Basin Chapter (LABC) Members and Stakeholders,

During the first chapter meeting on March 14th, we discussed that this will be a very busy year for the Chapter and our individual jurisdictions, being that we have to adopt new codes on January 1, 2014. Having said that, we want to encourage everyone to stay engaged with the chapter so we can help each other, as much as possible with this process. As I have stated before, we are very grateful for all the work our committee chairs and committee members have done on updating our local amendments. Being that this process is still not 100% complete, we encourage everyone to participate and help complete the local amendments. Once the amendments are completed, our committees will then continue their work by updating our correction sheets. The correction sheets will be essential in the implementation and enforcement of the new codes starting January 1, 2014.

Again, we hope that by working together we can help each other through this rigorous process and by doing so; we can also maintain consistency in enforcement of the codes throughout our region.

Other things we are also working on are as follows:

A new “Training Calendar” link has been added to our website. We have put together this calendar to continue the effort to work together, share information and resources. The calendar shows available technical and non-technical training in various jurisdictions in our region. By sharing resources, training will now be expanded and made available to other jurisdictions in the region and to LA Basin Chapter members and not just to staff within the jurisdiction providing the training. Priority for training will be given to LA Basin Chapter dues paying members, but we will also make an effort to expand this to other jurisdictions and other Chapters in our region. The calendar can be accessed by clicking on this link “Training Calendar”.

Some examples of the non-technical training available are as follows:

- How to Supervise People

- Managing Multiple priorities, Projects and Deadlines

- Mistake-Free Grammar and Proofreading

The Training Calendar is in its beginning stages and will continue to be enhanced. However, until this process is completely enhanced, and unless a contact person is specified on the specific class, please contact me to reserve any class scheduled on the calendar. My contact information is as follows: e-mail is and my phone number is 213-482-0409.

Also, I would like to remind you that if you are planning a training program/class, please consider sharing with other jurisdictions within our chapter and our region. The board and I will be more than happy to help coordinate an alternate location or facility, if necessary, to accommodate additional participation.

Another basic concept we are trying to develop this year is the “Best Management Practice” program. With this program, we hope to be able to share new and /or innovative programs in plan check, inspection, code enforcement or other programs within our individual building departments. A special thanks to the jurisdictions who have participated in the initial meetings related to this process and their willingness to share their new programs with other jurisdictions in our region. For other jurisdictions interested in participating and wishing to learn more about this program, please contact me for more information.

Please stay engaged with the chapter, we have a lot of work to do and there is a lot we can still learn and definitely share with each other.
